Can you chip brash I have already cut?

Yes, provided it is stacked where the chipper can reach it and it is genuinely woody material rather than soil and turf. Butt ends facing the same way saves a lot of handling, and handling is what you are paying for.

What thickness of branch will go through the chipper?

Everything up to roughly six inches across goes through on a normal domestic machine. Anything thicker is better cut into logs, which is why timber and brash are separated as the tree comes down rather than afterwards.

Are fresh chippings any use on a path?

They are one of the better uses for them. A few inches over a weed membrane makes a soft, well drained path that lasts a couple of seasons before it wants topping up. Keep them off seedbeds and away from plant stems while they are still fresh.
